3) Living on Campus

a) Conduct While On/Off Campus


All students are expected to maintain high standards of moral conduct and concern for the well-being and rights of all members and guests of members of the University community. The same sense of respect is expected to be extended to all members of communities in which students interact. Disciplinary action is a consequence of a violation of University policy. However, the University also may initiate disciplinary action for misconduct which arises off campus and when the student is in violation of University policy and/or federal state and/or local laws and/or which adversely affects other parties. Penalties for violation of University policy include, but are not limited to, the withholding of academic credit or degrees or other benefits or rights provided by the University. As a result, students are expected at all times to adhere to standards of public and private behavior consistent with the philosophy, purpose, and policies of the University and with federal, state, and local laws.

b) Elevators


Each residence hall, with the exception of Howard Dorm and the campus apartments, is equipped with one elevator. Members of the opposite sex for each complex are not allowed in the elevators, with the exception of the elevator in Taylor Residence Center, which provides access to a coed study area on the second floor.

c) Exterior Doors

ARC:The exterior doors of ARC remain locked at all times and are accessed by student ID cards. Only students living in ARC are capable of using the ID card to enter the building. The lobby doors of ARC (2nd floor north and south entrances) are open to all students from 7 a.m.-1 a.m. each day. After 1 a.m. students must knock on the door to have an RA open the door.
HRC:The front and back doors of Howard dorm are locked at all times and are accessed with the ID cards of the residents of HRC.
KERR:The exterior doors of Kerr remain locked at all times and are accessed by student ID cards. Only students living in Kerr are capable of using the ID card to enter the building. The front door of Kerr is open to all students from 7 a.m.-1 a.m. each day. After 1 a.m., students must ring the front door bell to have an RA open the door.
TRC:The exterior doors of Taylor remain locked at all times and are accessed by student ID cards. Only students living in Taylor are capable of using the ID card to enter the building. The front door of Taylor is open to all students from 7 a.m.-1 a.m. each day. After 1 a.m., students must ring the front door bell to have an RA open the door. All exterior doors (with the exception of the front door) are alarmed at 1 a.m. nightly.
WMU:The exterior doors of WMU remain locked at all times and are accessed by student ID cards. Only students living in WMU are capable of using the ID card to enter the building. The front door of WMU is open to all students from 7 a.m.-1 a.m. each day. After 1 a.m., students must ring the front door bell to have an RA open the door.
APTS:All apartment residents are responsible for locking their own apartment door. WUA and Midland apartments have exterior doors which are locked by the RA at 1 a.m. each night.

At all residence halls, the front door is locked at 1 a.m. each night. Security guards who work during the night give students access through the front doors since all other doors remain locked.
Rule Violations are issued to students who exit alarmed doors or any side or back doors after 1 a.m. and before 7 a.m.

d) Fire Exits/Drills


At the beginning of each school year, all on campus residents are informed of fire exits and precautions. Students are asked to make themselves familiar with all exits. RDs also may conduct fire drills at the beginning of the school year so that residents can practice evacuation. Fire drills must be completed within two minutes. Failure to complete a drill within two minutes means it has to be attempted again...and again...and again...until it is done within two minutes. All residence hall personnel assist with evacuation during drills and actual fire alarms. Tampering with any fire safety equipment in a residence hall is not only punishable by the university, but is a federal offense and violators will be prosecuted (See "Penalty for Setting False Alarms," Section Four: Emergency Procedures).

e) Housekeeping


OBU has a contract with ARAMARK for housekeeping services in all of the buildings on campus. Services are provided in each residence hall on a daily basis, with the exception of the weekends. Types of services provided in the residence halls include the cleaning of community restrooms, showers, hallways, and all common areas. They also are responsible for keeping toilet paper and paper towels in stock. Please do not leave personal items unattended in the bathrooms, hallways, lobbies, lounges, study rooms, and computer rooms. OBU is not responsible for items left in such areas. Housekeeping cleans residents' rooms only when one has been vacated by all residents. Residents are asked to take responsibility for personal messes made in hallways and other common areas of the residence halls. Apartments are cleaned when an entire apartment is vacated of all of the residents. Be considerate of the housekeepers and do not leave any mess that would cause them to do extra work.

f) Laundry Rooms


All residence halls are equipped with laundry facilities. OBU is contracted with the WEB company. When a machine fails, a student may ask for a refund from the RA desk and may then call to report machine failure by contacting WEB at 1-800-247-9323 . WEB will come within 24 hours of the call to repair the machine and refund the money. All washing machines cost .75 to operate and all dryers cost .50 to operate. Laundry rooms are available for use 24 hours a day. OBU is not responsible for lost, damaged, or stolen items in the laundry rooms.
  • The ARC laundry room is located on First Brotherhood West.
  • The East Devereaux laundry room is located next door to Apt 2 on the east side of the complex.
  • The HRC laundry room is located on the south side of Apt 6.
  • The Kerr laundry room is in the basement near the back door.
  • MacArthur residents do their laundry in the ARC or TRC laundry room.
  • The Midland laundry room is located in the back building.
  • The Taylor laundry room is in the second floor lobby area.
  • The WMU laundry room is in the basement near the back door.
  • The WUA laundry room is located in the WUA Center Building.

g) Light Bulbs


If you need light bulbs replaced in your room or apartment, please submit a service request to the Physical Plant via email.

h) Lobby Phones


Taylor, WMU, Kerr, and ARC all have phones located in the lobbies for visitors to use when trying to contact a resident.

i) Maintenance


Occasionally, something inside a student's room or apartment will require maintenance. Some examples include: replacing light bulbs, leaking faucets, broken air conditioners or heaters, etc. In the event of a maintenance problem, a student may contact the Physical Plant directly by emailing them at the appropriate address listed below. Service Requests may not be turned in for personal items. State as accurately as possible what needs to be repaired. While service requests may be submitted to an RA, RD, or the Residential Life Office, the fastest way to receive service is to utilize the email service request system. If the service request has not been completed in three (3) working days, contact your RA, your RD, the Residential Life office (x2404), or resubmit your email so that the staff can look into repairs being made. If a maintenance emergency arises, such as overflowing toilets or dangerous electrical shorts, the RD should be notified immediately so that repairs can be made as soon as possible.

j) Night Security Guards


Taylor, WMU, Kerr, Howard, WUA, and ARC all have night security guards that work from 11 p.m. until 7 a.m. each night. The responsibilities of night security include: opening the front door for students after 1 a.m., monitoring the sign in/out sheets, monitoring exterior security cameras, attending to the RA desk, assisting in emergencies, and walking around the residence hall several times during the night. In addition, they work closely with campus safety and with each other. Since night security has a very important job, it is asked that students do not sit and visit with the guards during the night. Excessive visiting with a dorm security guard can put the guard's job in jeopardy and residents' lives at risk. Please do not be offended if the guard or an RD asks you to leave the desk area.

k) Parking Restrictions


OBU's traffic regulations can be found in OBU's Green Book, which can be found at www.okbu.edu/greenbook. It is important to note that students should not park in restricted parking. Students also should avoid parking behind parked cars or restricted spaces. Also, students should not park for excessive amounts of time in loading zones around the residence halls. Loading zones are for maintenance vehicles, emergency vehicles, and vehicles that are actually being loaded.

l) Personal Safety


If a student encounters a life-threatening situation, the student should immediately contact 9-911 and then make either an RA or an RD aware of the situation so that a university official may assist in whatever way possible. OBU cannot guarantee that personal items or safety will not be violated. Students are encouraged to take the following precautions:

keep room / apartment doors & windows locked at all times;
keep car doors locked & windows rolled up;
park in well lit areas;
make certain that exterior dorm doors are closed upon entry & exit;
avoid walking outside alone at night.

All students are encouraged to make themselves aware of their surroundings both on and off campus. A goal within Residential Life is to educate students on the importance of personal safety awareness so that upon graduation, students will understand how to have a healthy concern for personal safety. OBU makes every attempt to assist and educate residents in regard to safety with things such as locking of exterior doors, night security personnel, and regular reminders throughout the residence halls. OBU is not responsible for any theft of personal property.

m) Quiet Hours/24-Hour Quiet Hours


Quiet hours are from 10 p.m. until 10 a.m. on weeknights and from midnight until noon on weekends. Please respect your roommates and those who live in your building. Residents should observe and respect quiet hours to permit students to rest or to study without being disturbed. At all times (not just during quiet hours), the residents shall keep noise to a reasonable and prudent level. Residents are reminded that they are expected to be responsible and courteous to people around them. On weekends before finals, each residence hall and apartment complex begins 24- hour quiet hours. These last until finals are completed.
Residents of each floor/building are expected to deal with any problems of noise that may arise through communication, floor meetings, or consultation with the Resident Assistant. If a problem persists, residents who violate quiet hours are subject to disciplinary action (such as an RV).
Vocal practice and instrumental playing is not permitted at any time in the residence halls. There are no "playing fields" within the housing facilities, therefore, games requiring physical activity must be played outside the building.

n) RA Desk


Each residence hall and apartment complex (with the exception of East Devereaux, MacArthur and Midland) has an RA desk. RA desks in the residence halls are located just inside the front doors. The RA desk at WUA is located in the center building (the building in the middle of all the apartments). The RA desks in the residence halls are manned at least 23 of the 24 hours each day. The RA desks of Howard and WUA are manned from 5 p.m. until 7 a.m. daily. Students are encouraged to visit the RA desk of their complex when they are in need of things such as: getting their room door unlocked, a tool, a vacuum, emergency assistance, etc. Students are allowed to visit with the RA at the desk, but are asked to keep the visits minimal as the RA is actually working and may need to tend to duties.

o) Residence Hall Activities


Each residence hall will have multiple activities throughout the year for students to attend. Some of these are provided by the Residence Director, while a majority are provided by the Resident Assistants. The five different types of activities that may be provided include cultural, social, physical, spiritual, and educational. The purpose of activities is to encourage growth in the aforementioned areas. On top of that, activities are meant for just plain fun. Any student who has an idea for an activity that would be enjoyable should contact an RA or the RD.

p) Residence Directors (RDs)


Each residence hall has a director that is the professional administrator of that complex. WMU, Kerr, Taylor, and ARC all have "live-in" directors, meaning that the director lives in the hall year round. Responsibilities of the director include things such as: supervising the RA staff, maintaining office hours, para-professional counseling, referrals, discipline, providing facility-wide activities, emergency assistance, and completing appropriate paperwork. Each director has an office inside of the residence hall which is very near the RA desk. Students are encouraged to visit the director in the office when they need something or if the student just wants to visit. RDs also make themselves visible on the hallways in order to get to know the students better. MacArthur, Midland, and East Devereaux residents are served by the "live-in" director at Agee. WUA residents are serviced by the "live-in" director at Taylor. Residents of Howard are serviced by the Kerr Residence Director.

q) Resident Assistants (RAs)


The Residential Life Staff employs a student staff of approximately 45 Resident Assistants (RAs). The ratio of on-campus students to RAs is approximately 30:1. RAs are upper-class students who are hired to help residents and RDs within the residence halls. Each RA is assigned a hallway/apartment building and the residents that live in that hallway/apartment building. RAs work at the RA desk in their housing complex (excluding East Devereaux, MacArthur and Midland). East Devereaux, MacArthur and Midland RAs live in their complexes, but work the desk at ARC. RAs are required to be available on their hallway or in their apartments a certain number of hours each week by working floor hours. RAs are meant to assist residents in ways such as: answering questions, listening, assisting with roommate conflict, referrals, encouraging community on the hallway, and organizing hall/apt activities. Their main responsibility, however, is to be helpful. You may approach him/her with questions and/or problems and he/she will do her best to assist you. Please remember that he/she has classes and job requirements and needs private time. His/her schedule will be posted at the RA Desk and outside his/her dorm/apt door.
Andrew Hoyt is the Head RA for Agee. Peter Wilson is the Head RA for East Devereaux/Midland/MacArthur and Rachel Ukens is the Head RA for Women's Housing. Dayla Rowland is the Assistant Resident Director. In addition to duties as resident assistants, they serve as liaison between the RA staff and the Residence Directors. You also can contact them if your RA or RD is not available (For a complete listing of the Resident Assistants see Section Nine).

r) Room Inspections


Apartment inspections will be held once a month as scheduled by your RA. Criteria include:
  • empty trash
  • clean kitchen (i.e. clean frig. of moldy stuff!)
  • clean bathroom
  • straighten bedrooms (make bed, pick up stuff on floor)
  • straighten living room and dining area
  • vacuum
  • check smoke detector

Dorm room inspections will be held every other week as scheduled by your RA. Criteria include:
  • empty trash
  • clean bathroom thoroughly
  • clean frig
  • make beds
  • pick up floor and vacuum

All inspections will include an electrical safety check (See "Electrical Appliances" in Section Four: Residential Life Policies) and a verification that all university furniture is in the room (See "Furniture" ). RVs are given for failing inspection.

s) Signing In/Out During the Night


Once the front door of each residence hall is locked at night (1 a.m. nightly) signing in/out begins. A sheet is provided at the RA desk each night for residents to sign their name, ID number, and time in/out. Each time a resident enters/exits the building he/she is required to sign on this sheet. Failure to comply or giving false information can result in a Rule Violation or possible disciplinary action. The purpose of the sign in/out sheet is for emergency reasons, and the information is confidential and may be utilized by the RD and night security only. However, if a student consistently signs on the sheet and stays out an excessive amount of time each night, the RD reserves the right to talk with the student out of concern for the student's well-being and study habits. The sign in/out sheet is monitored by the night security guard and reviewed by the RD on a daily basis.

t) Signing Out Overnight


All on-campus residents are allowed to spend the night away from the residence halls. However, to do so, each resident must fill out an overnight slip which includes the resident's name and room number, the current date, the place visiting, a contact number, and a time returning. Failure to fill out an overnight slip will result in a Rule Violation. Overnight slips are confidential information and are to be utilized in an emergency by the RD only. The main reason for overnight slips is so that, in the event of an emergency, residence hall personnel can contact the student and give them a message. RDs will never give out the information written on an overnight slip to anyone, including family members, legal guardians, and close friends unless the student has signed a FERPA release allowing such information to be provided to designated individuals.

u) Study Rooms


Each residence hall is equipped with at least one (most have several) study room. It is asked that students respect one another and the need to study while in the rooms. East Dev, Midland, and Mac are not equipped with common study areas.

v) Toilet Paper


Residents of campus dormitories are provided with toilet paper. Ample toilet paper is available in all public restrooms (if this is not the case, please contact your RA or RD as soon as possible). Residents of Taylor and of Howard Dormitory can get toilet paper when needed at the RA desk. No toilet paper is provided for students living in on-campus apartments.

w) Vacuums


Although it is recommended that you provide your own vacuum, a limited number of vacuums are available at the RA desk. You may check them out for a $1 charge while the desk is staffed. Please be courteous and return the vacuum promptly.

x) DVD/VCR


A VCR and DVD Player are available in the lobby area of most residence halls and may be reserved by residents of that facility. Residents should see their RA Desk for details on reserving the VCR or DVD Player in that facility.

y) Vending Machines


Vending machines are located in each residence hall and apartment complex, with the exception of MacArthur and Midland apartments. Machines are stocked regularly throughout each week with a variety of candies, chips, colas, and juices. Refunds for drinks are available at the Cashier's Window in Thurmond Hall when machines fail or if there is something wrong with the product. Refunds for the snack machines are available at the RA desk in each building.

z) Work Orders


Report work that needs to be done to the Physical Plant via the proper email address. If the service request has not been completed in three (3) working days, you may resubmit your email or contact your RA, your RD or the Residential Life office (x2404). If you have an emergency maintenance situation (backed-up plumbing, air conditioning or heating problems), contact your RA or another member of your facility's staff immediately. Please know that service request emails are only checked during regular business hours. For example, if an email is sent for service after 5 p.m. on Friday, it will not be seen until Monday morning.

aa) Balconies


All roofs and balconies of housing facilities are off limits at all times. Disciplinary action will be taken for any student found violating this policy.
